The benefits of Housing Associations engaging with Social Enterprises A Centre for Local Governance Conference                                  

The Government is committed to giving Social Enterprises a bigger stake in providing a wider range of key services.
 
At the recent ‘VOICE 09’ social enterprise conference in Birmingham, Cabinet Office Minister, Liam Byrne, announced ambitious proposals for this expansion - laying emphasis on health services, welfare projects, youth clubs and Surestart schemes.

Housing Associations are being increasingly expected to address the worklessness agenda - there is a body of expertise which supports the approach of obtaining training and employment options from a range of contracts.
• In Salford a £500,000 social enterprise contract for repairing voids can provide 10-14 trainees with jobs and high quality training
• In Liverpool  unemployed people are being trained to obtain a HGV Licence linked to furniture supply contracts with a social enterprise
• A repairs contract with a private contractor may only provide 1 apprenticeship per £1.5m spend

However many RSLs are making their contracts bigger - excluding most social enterprises from tendering.  The Riverside Group has been piloting how to ensure inclusion of social enterprises within these large contracts.
